Warren Cleveland launched Captive Coalition after firsthand experience as an independent agency owner revealed a major gap in the market: agents lacked access to the knowledge and resources needed to compete with large brokerages offering captive insurance solutions. Warren brings over a decade of insurance leadership—including as President of ReNu Insurance Group—and a career that spans aviation, real estate, and commercial insurance. His mission is to ensure agents stay in control, keep their best clients, and confidently lead with captives.
Scott Barry
Scott Barry brings over 40 years of insurance experience to Captive Coalition. He previously served as president and partner of a managing general agency focused on program business and captives, and he developed a captive services division for Liberty Mutual. Scott’s background includes senior roles at General Re (Genesis), Parametric Risk Company, and Bedrock Assurance Managers. His deep expertise in underwriting and alternative risk structures ensures agents have the technical and strategic support needed to build successful captives.
Mary M. Belka

Mary Belka is a nationally recognized expert in insurance agency operations, underwriting, and strategic consulting. With decades of experience leading consulting firms and working with carriers and agencies nationwide, Mary has helped hundreds of organizations improve profitability, reduce E&O exposure, and streamline operations. She is a longtime Board Member of Synergy Comp Insurance Company, bringing direct experience in workers’ compensation carrier strategy and oversight. Mary is also a published author, endorsed E&O auditor, and respected national speaker, offering Captive Coalition members practical, proven guidance at every stage.

Will McPherson
Will McPherson brings over 30 years of experience in captive insurance formation, program management, and underwriting strategy. As co-founder and executive of multiple insurance entities—including Norwich Group, Gettysburg National Indemnity (SAC), and Patriot Underwriting Managers—Will has overseen the creation of over 50 segregated account captives and helped deliver millions in returns to clients through structured risk programs. His expertise in rent-a-captives, specialty insurance development, and captive financing models makes him a key strategic asset to the Coalition and its members.
Lou Bannon
Lou Bannon brings over 30 years of diverse experience in the insurance industry to Captive Coalition. A graduate of LaSalle University with a degree in Risk Management, Lou has built a well-rounded career spanning retirement planning, underwriting, and sales. Most recently serving as an independent agent, Lou developed a deep appreciation for the role education plays in helping clients understand the value of captive insurance solutions. His broad industry knowledge and client-focused approach make him a trusted advisor and a key asset to the Captive Coalition team.
